N.Y. Gov. Hochul Signs Landmark Pro-Labor Legislation

September 17, 2025

Will benefit New York’s Insulators

New York State has once again raised the bar for worker protections and labor rights.

On the eve of New York City’s Labor Day Parade, Gov. Kathy Hochul signed a comprehensive package of pro-labor bills designed to strengthen workplace protections, create new union jobs and advance environmental and economic goals. Among the legislation was S.2457B/A3999B — the Mechanical Insulation Energy Savings Program, which is a win for members of the Insulators Union and Mechanical Insulators Labor Management Cooperative Trust-affiliated contractors.

The broader legislative package, however, offers sweeping benefits for all New York union workers.

A closer look at the pro-labor legislative package

Gov. Hochul’s newly signed laws are a testament to New York’s ongoing commitment to organized labor, fair wages and safe workplaces. The legislative package includes:

S.2457B/A3999B – The Mechanical Insulation Energy Savings Program

This bill establishes a statewide program to increase the energy efficiency of public buildings by mandating the proper installation and maintenance of Mechanical Insulation. It is a win-win for the environment and the state economy by reducing energy waste, cutting greenhouse gas emissions and creating new union jobs for skilled insulators.

Expansion of labor protections for public workers

Other newly signed bills expand protections for public sector employees, including:

  • Strengthening Whistleblower Protections: New legislation ensures that workers who report unsafe conditions or labor violations are shielded from retaliation. This empowers workers to speak up about hazards without fear, making job sites safer for everyone — including Insulators Union members who often work in challenging environments.
  • Enhancing Prevailing Wage Laws: Updates to Prevailing Wage statutes ensure that workers on public projects are paid fairly and in line with union standards. This levels the playing field, prevents undercutting by non-union contractors, and guarantees that union labor sets the wage floor for critical infrastructure projects.

Support for Registered Apprenticeship Programs and workforce development

Several bills in the package focus on expanding access to apprenticeship programs and workforce training. These initiatives are vital for the Insulators Union, which prides itself on rigorous training and high retention rates. By channeling more public work through Registered Apprenticeship Programs, New York is investing in the next generation of skilled tradesmen and tradeswomen and ensuring that union members have access to high-quality jobs.

Fairness and equity in the workplace

The pro-labor legislative package also addresses workplace equity by:

  • Combating Wage Theft: Strengthened enforcement mechanisms and penalties for wage theft protect workers’ paychecks and ensure that all labor is compensated fairly.
  • Expanding Collective Bargaining Rights: New laws make it easier for workers to organize and join unions, reinforcing the right to collective bargaining — a cornerstone of the labor movement and a key factor in the Insulators Union’s continued success.

How these laws benefit the Insulators Union

This legislative package is a direct response to the needs of union workers. For the Insulators Union, the benefits are clear:

  • Job Creation: The Mechanical Insulation Energy Savings Program and Prevailing Wage laws will generate more union jobs, increase job security and ensure that public projects are staffed by highly trained professionals.
  • Workplace Safety: Enhanced whistleblower protections and stricter safety requirements make job sites safer for all workers, including those handling Mechanical Insulation in complex environments.
  • Stronger Union Voice: Expanded bargaining rights and support for apprenticeship programs give the Insulators Union greater influence in shaping workplace standards and training the next generation.
  • Environmental Impact: The focus on energy efficiency in public buildings showcases the crucial role of Mechanical Insulators in New York’s clean energy future, positioning the union at the forefront of climate action.

How the legislation benefits LMCT-affiliated contractors

The passage of S.2457B/A3999B and the creation of the Mechanical Insulation Energy Savings Program is not just a win for union members, it is a major opportunity for LMCT-affiliated contractors, as well, through:

  • Increased Project Opportunities and Market Demand: With New York State investing in energy efficiency upgrades for public buildings, LMCT-affiliated contractors will see increased mechanical insulation project opportunities. The legislation mandates proper Mechanical Insulation installation and maintenance, which translates into a steady pipeline of work for contractors who already meet union standards and employ a highly trained workforce.
  • Competitive Edge Through Union Partnership: LMCT-affiliated contractors stand out in the marketplace thanks to their partnership with the Insulators Union. This bill further raises the bar for quality and compliance on public projects, giving union contractors a competitive advantage over non-union firms. By working with a skilled, safety-conscious, and credentialed labor force, LMCT contractors are ideally positioned to win bids and deliver projects that meet the new legal requirements.
  • Streamlined Compliance and Trusted Expertise: The new program emphasizes the importance of using Registered Apprenticeship Programs and certified professionals — areas where LMCT-affiliated contractors already excel. This alignment means less time spent navigating regulatory changes and more focus on delivering high-quality work. Contractors can leverage their existing relationships with the union and their investment in workforce training to easily meet or exceed the program’s standards.
  • Long-Term Business Growth and Sustainability: As New York continues its push for energy efficiency and climate action, the demand for Mechanical Insulation services will only increase. LMCT-affiliated contractors are poised for sustained growth, benefiting from repeat business, expanded scopes of work and a reputation as leaders in sustainable construction. By embracing this legislation, contractors can future-proof their businesses and play a pivotal role in building a greener New York.

Insulators Union praises legislation

Building Trades leaders across the state praised Governor Hochul’s leadership and vision, including those in the Insulators Union.

“This new program will make public buildings more energy efficient across the state, while creating access to top-tier apprenticeship programs and good-paying jobs,” said Thomas LeCount, Insulators Local 91, White Plains, N.Y. and New York/New England States Conference President. “We truly appreciate the commitment to labor and hardworking New Yorkers that the governor, legislative leadership and our sponsors have demonstrated in creating this program.”

The bigger picture: Setting a national example

By passing and signing these bills, New York’s state government is setting a national standard for pro-labor legislation and climate leadership.

The Mechanical Insulation Energy Savings Program, combined with expanded worker protections and workforce development initiatives, demonstrates how public policy can support both economic growth and social responsibility.
